I think this statement refers more to #UAE #Oman and #Iraq than to #china so while china buys almost 90% of iran oil, it's the neighbouring gulf countries that do the money laundering and appease #iran in order not to get on iran's target list
you can see it as an American response to Iran's demand of neighbouring countries to kick American troops and bases out of the region. basically, the "Economic D-Day" is telling (former?) US allies that they'd better choose the side of USA than Iran in this fight.
